No but it is safer if you do. I ride with my bright light on during the day because people don’t pay attention but headlights are only required at dusk and low visibility conditions.

Some states allow it to be on or off, other states require it to be on at all times. As each state’s laws are different, your best bet is to check with your state’s Department or Bureau of Motor Vehicles.
